It is a very teneral Sympetrum (meadowhawk) but I don't believe it can be identified to species level.

Glossy wings
suggest that it is a teneral specimen which makes identification tougher. Cinnamon Shadowdragon seems to reach central Virgina and looks pretty similar in my field guide, although I'm no expert.
