This saddlebags dragonfly perched right outside my kitchen window in the oleander bush. Is this a Carolina Saddlebags?

saddlebags confirmed
Yes, this is a male carolina saddlebags. The metallic blue spot in the front of the face is diagnostic for male individuals of this species.
