Size: 15mm long
I don't see a page for Arachnis nedyma, but this looks paler than A. picta and is flying pre-monsoon. Elevation is only 4300 ft, however. I did not get a look at the hindwing -- don't know if it is dark or pale. Abdomen is orange spotted with black above, white spotted with black below. UPDATE 10/16/2014: Maybe this is Hypercompe suffusa?
