While I think this more closely resembles pics of Recurvaria nanella on MPG, Powell & Opler only describe two species in the genus, and the other, R. francisca, is said to have "a more uniform gray appearance." I know Powell has collected from this location for 30 years, so I suspect if R. nanella was here he would have noted it. Larvae host on Ceanothus.
