Size: ~4mm
Single individual returning persistently to a couple of early, first-blooming heads of Monardella villosa ssp. villosa, Coyote Mint. ID correct?

Yes - completely black scutellum and no dark stripe on eye hairs distinguishes it from Paragus (Paragus).
