Mordellistena tosta (I think)
I believe this is Mordellistena tosta. I think I see 2 (not 3) ridges of equal length on the tibia, 3 on the first tarsi, and 2 on the second. That, combined with the light color with darkening on the apical elytra, leads only to M. tosta.
Let's move it there at least for now. Only our second beetle with ridges like this.

Your counts of ridges are correct, but looking at this specimen in front of me, the second ridge on the tibiae extends across the face. This puts me to couplet 36 of Liljeblad's key. Trying to find a suitable candidate... [2.5 mm measured length]
