Probablt a bagworm....
Looks like one of the various bagworm species. Identification of the plant the material came from might be useful for identification purposes.

Bagworm
Thanks. This makes much more sense than a parasite. There are a lot of the typical evergreen bagworm casings in the area but this lichen casing is much smaller than those and none of the others had the lichen that this one did. The lichen comes from a live oak. I guess it is hard to get to species just from the casing.
