Bittacus?
Much appreciate the suggestion of Mecoptera, but from my review of the photos already up for that group, i think the wing markings are too strong, and none seem to have the "toes" evident in one of my photos. I stumbled on Bittacus, Hanging Flies, which do feature that odd (to me) foot structure and have weaker wing markings. Of course, I am dumb as post on insects, and welcome other suggestions.

 
One of the Hangingflies for sure...
...and quite possibly Bittacus, as you suggest. The experts will be able to say for sure.

Mecoptera, Scorpion fly
Kurt, I believe this is a Scorpion fly (Mecoptera), it has the long wings and the elongate mouthparts.
