Insect that looks like a row of ducks

I need help identifying these insects. At first I thought they were tree buds but when I touched them, they started to move. Can anyone help me identify what they are. I found them on my Redbud Tree and I can't find out if they are harmful to the tree or not. I don't want to spray the tree and kill them if they are not destroying the tree.

Thanks for the help. I tried every description I could think of trying to find out what they were. I'm glad they don't cause too much damage to the tree so I guess they can stay.

If you have images
you will have more luck and get more info by posting the image to ID Request. Just crop the image to a rectangle that is essentially 'just the bugs', and follow the instructions on the submission form. Forums are for posts without images. That being said, the info you received here from Craig is correct, at least to genus, Enchenopa.
