I think it's possibly
Micro*mus post*icus? I was looking at a listing at this site:
http://www.fsca-dpi.org/Neuroptera/Neuroptera_of_Florida.htm
and it looks like it ranges into Washington State (confusing because sometimes they use "WA" and sometimes "WS".

Saw a green one here yesterday.
Looks like they're on the same calendar. It certainly can't be a temperature thing!
