Size: 0.5 - 0.7 mm
These tiny insects appear to be a species of plant hopper. The closest thing I could find was Dictyssa sp. There were dozens on the stems of several common milkweed plants in my prairie restoration. Curiously they all are producing a cotton-like substance from their posterior end.
