I photographed this dragonfly at the E B Forsythe Wildlife Refuge just outside Brigantine , N J.
Great yellow and gold and brown coloring.

Needham's Skimmer
As John indicated, looks like a young male Needham's Skimmer.

Needham's Skimmer -- note that the costa, the individual vein that's the very front edge of the wings, is half yellow (away from body), half dark (toward the body). This helps distinguish it from Golden-winged Skimmer.

That's what I'd call it for my records, anyway, but feel free to wait for an expert.
