Not a great image, couldn't get an overhead shot. Wandering Glider is the closest match I could come up with. Found in transitional, scrubby habitat on the edge of denser, deciduous woodland.

Female Sympetrum (meadowhawk). Don't think it can be conclusively identified from the image. Females of this genus (and many males) are very tough from photos.

I don't know eastern species well enough to give you an ID but look in the meadowhawks, genus Sympetrum, until someone more knowledgeable chimes in.
