Size: ~7 mm
It would be Bugguide's first image of the nymph of that species. At first I thought it was Oncometopia orbona, but I've found no adults of that species. On the other hand, I've found numerous adults that look like Phera insolita (this one, for example).

This page has a lateral image ID'd as a fifth-instar nymph of P. insolita (scroll down a little), and I would say it looks like a good match: http://entnemdept.ufl.edu/creatures/fruit/sharpshooters/sharpshooters.htm
