yes, this may be Bembix americana hamata Fox, 1923
According to the red catalog, this subspecies is known only from the CA Channel Islands from "Santa Cruz to San Miguel Islands only"
The photo does look like Bembix americana, and I'm not sure if other similar species occur on San Miguel I.
To be certain we need to check specimens and the literature
