This appears to be a Bald-faced Hornet but I'm a bit confused by the white stripes on the first abdominal segment. I thought the first three segments in this hornet were all black.

This statement is true...
for queens and workers only. Males often have two thin white stripes on the first abdominal segment. True, this individual has got especially broad ones, almost meeting at the middle. By contrast, white spots on mesoscutellum are rather small.
