What are the consequences of having the photo moved to expert attention? thanks

moved to expert attention (or other similar wording)
Dr. Carriere-

Photos are often moved to order level by an insect taxonomy generalist. The consequence is that it saves a specialist in that insect order from having to wade through all id requests to locate those in which a contributing editor specializes. The practice results in significantly improved turnaround and accuracy in the servicing of id requests. Or so it seems from my knothole.
