Lyonetiidae
Possibly:

But others may be similar.

looks better
I had viewed Paraleucoptera albella, but aside from the markings on the inner margin, there was not enough similarity. This species looks to be a better match.

search of wings
actually, this view is a good match, Paraleucoptera albella - http://mothphotographersgroup.msstate.edu/Files1/JV/600/JV0475-600-6.jpg

I have a hard time IDing adult micros...
I reared this one, so the ID of mine is certain:

Host plant can be a good clue. Do you have Populus or Smilax near your house?

Cottonwood
Both Cottonwood and Greenbriar are found in the Shenandoah Valley, the Cottonwood is a nearer host plant to my location, but since I don't know the range of one of these little micros (how far do they fly from their host plant)- and I have photographed Phosphila here, as well (host plant Smilax) - maybe I will move this to family, for the time being. 8-)
