Sorry it's not a sharper image. A few of these flies visited the plants repeatedly. Perhaps a wasp mimic?

Thank you so much for pinning this down for me with the excellent, detailed images. Although my fly's abdomen looked deeper red than the red-orange shown in both of these species, the overall longer shape and black hind tarsi would put it into C. piger.

No problem! Chalcosyrphus is
No problem! Chalcosyrphus is often mistaken for Xylota, but the red-abdomen black-otherwise Xylota species are all western, fortunately for us!

Looks like a syrphid fly in the genus Chalcosyrphus.
