Identified by Dr. John Noyes, who says it is possibly cornigerum (Walker, 1838), although that hasn't been recorded from the USA, but he hasn't yet compared longipennis (Ashmead, 1888), which has been, to see if they might be synonymous.

so members of this genus are not native to N.America, right?

 
Depends
Ashmead described Eusemion longipennis from Florida, and the UCD also records it from California but from France, Germany, Spain, and the UK in Europe. But that would depend upon the correctness of the identifications of the European records. The recorded distribution of Eusemion cornigerum is large, from the UK to China and Japan and New Zealand.

 
yeah exactly; bottom line, extensive European records...
...but only CA & FL in the western hemisphere, both places notorious ports of entry for adventive stuff; a typical pattern for non-native organisms
i have hard time imaging a FL 'endemic' spread widely in Europe
