Moved
Moved from Conopinae.

Yes, it can be conclusively identified. The wing venation indicates genus Physocephala and the overall black gestalt and darkened discal cell indicates either P. tibialis or P. sagitarria. The lack of yellow pollinosity on the humera; lack of red on scutellum and vertex; lack of a pollinose pleural markings; and entirely black cheeks and facial grooves indicate P. tibialis.

And it is a male, due the the lack of a theca (large bump-like projection) on the 5th sternite.

Moved for expert attention; splendid shots
Moved from ID Request.

Conopidae
Looks like one of the thick headed flies. Not sure which genus.
