Can this fly be identified down to the species level and sexed. Thanks for the help.

Yes, it can be conclusively identified. The wing venation indicates genus
Physocephala
and the overall black gestalt and darkened discal cell indicates either
P. tibialis
or
P. sagitarria
. The lack of yellow pollinosity on the humera; lack of red on scutellum and vertex; lack of a pollinose pleural markings; and entirely black cheeks and facial grooves indicate
P. tibialis
.
And it is a male, due the the lack of a theca (large bump-like projection) on the 5th sternite.
