Found on milkweed next to a pond. There seems to be some "wool" attached to the rear of its abdomen.

Looks like
A. bivittata nymph. Nymphs in this genus can be quite the challenge. However, this nymph has a flat front of the head, so that suggest bivittata rather than conica

Acanalonia nymph…
The "wool" is a type of waxy secretion that supposedly helps the nymph avoid predation.
