No doubt about...
... Halloween Pennant -- the stigmata are red, among other definitive features

I'm no expert, but between the two,
The Painted Skimmer has yellow markings on the sides of the abdomen, while the Halloween Pennant has yellow markings in the center of the abdomen. Halloween looks good to me, but I can't be sure there aren't any other similar species.
