Other skimmer;
Flame Skimmer is more western in distribution and has orange bases to the wings. This is either Golden-winged or Needham's, and I've always trouble with those two.

 
Young male Neon Skimmer?
The lack of pale areas on the thorax, and the lack of either brown or black rear lower legs argue against Needham's or Golden-winged young or female. The lack of a dark dorsal stripe on the abdomen also tend to exclude those two.

 
I agree
Well in range for Neon. Golden-winged and Needham's are not this stout-bodied.
