This is Bembidion (Notaphus) rapidum, a very common and widespread species.

I think I see those reduced pointy maxilliary palips.

given size and colouration . . .
. . . which both are unusual for Patrobini (I do not know of species below 5mm and with patterns), I doubt Pierre-Marcs ID.

To me, it looks like a species of Bembidion - but wait for opinion of a Carabid speciealist.

It let me think to something near the genera Patrobus or Platypatrobus.
