This red fast moving beetle was on our deck this morning. It was running so fast it was hard to get a photo of it. What kind of beetle is this?

This is actually a female vel
This is actually a female velvet ant, which is to say it is more like a wasp. If you touch it you could get stung and be quite unhappy. Females don't fly and are very fast and active runners.
