My torymid contact says this is Torymus longior or a species near it in the tubicola species group.

what is that extra anatomy, that flexible tubular process coming from the rear of the abdomen?

 
Process
What appears to be a flexible tubular process is the pair of sheaths that enclose the ovipostior when it is not in use. Perhaps the reason why the sheaths aren't enclosing the ovipositor in this case relates to some sort of impairment that was incurred when you captured the specimen.
