Not a hover bug, but a bug that hovers - Hybomitra cincta

Size: approx. 1"
I've seen these in our area for a number of years and have no idea what type of bug it is. It will hover for a number of seconds, about 5' off the ground, and then dart away if it senses movement, only to stop and hover again.
