The elytral band usually just touches NOT apical margin, and suture in P. ochripes - it obviously touches suture here.
P. liebecki is not completely eliminated as a possibility, but compare typical shape of 5th male antennal segment:

May be a recent introduction
A similar, pale-legged Phyllotreta turned up on iNaturalist recently.

Keying with Smith (1985) revision revealed,that it is not identical with any of the N-Am. species, which all have the legs darker (as most of the Europeans as well). Also, 1st. antennal segment at least usually is blackened.

It seems to be identical with Phyllotreta ochripes (Curtis,1837), male antennal characters included.
