I don't know the name of this dragonfly but I watched it for almost a minute, could it be depositing eggs on the reed?

Black-tipped darner would be my best guess
Given that the blue on the abdomen is much reduced and the cerci appear to be quite long.

This is a Darner, and yes, depositing eggs into the plant tissue.

Mosaic darner
One of the Aeshna darners, but I don't know which one; 11 sp occur in Maine. Someone here will probably know.
