I noticed several of these, some smaller, some larger, on Cedar Elm trees. When I opened the "fluff" they were full of eggs/young and at the "front" was a round orb --perhaps the adult female? The ants which had been attending the mass of eggs were more than excited to have access to the red, round part when I opened it up.
