It might possibly be the Variegated Fritillary (Euptoieta claudia).

You will probably want a second opinion as I am still new to identifying and am sometimes wrong (usually because of lack of experience or some minor detail that I maissed that changes everything).
If the flower is a black-eyed susan or another member of the Rudbeckia family, it means that this is rather small as fritillaries go. But that is a guess on my part. Also you might want to include size of the insect as this sometimes aids in either identifying or eliminating certain possibilities. Good Luck!!!
