Probably not Macremphytus. I don't know of any with such long white coating. More like one of the species of Eriocampa. Is there any alder or walnut in the area?

I don't think there are any walnut trees around, perhaps some alder. I think this was on a dogwood (which is why I thought of very young dogwood sawfly larva).

possibly Macremphytus testaceus?

M. tarsatus doesn't seem to have the white coating, or at least not as much.
But maybe you're right, wait for an expert!
