Size: ~2.5mm
Found in a cattail stalk. Is this one of the Scymnus sp.?

Scymnus fraternus, male
The structure of the 1st and 5th abdominal sterna separate it from the only other species this could key to, S. brullei.

Scymnus subgenus Pullus...will work on it more
I was able to adjust the levels in Photoshop enough to see the postcoxal line, which is definitely the Pullus type. I'll check my Scymnini reference tonight!

possibly Scymnus fraternus
looks like Scymnus, and from Gordon's ref (1) and (2), this looks most likely to be Scymnus fraternus. There appear to be many Scymnus in NAm, but only a few in the northeast, and S. fraternus appears to be the only likely match.

See MCZ's type photo of Scymnus fraternus , but Gordon lists S. haemorrhous in synonymy, and the type photo of that, here a female, looks closer to yours.

Nice belly shot of the coloration on the abdomen. And it also shows the red/yellow color on the anterior pronotum.

Scymnus
I agree that it is likely Scymnus, but species is impossible to tell from photo. You really would need to have a good look at the postcoxal lines on the first abdominal segment to get it to the right subgenus (Scymnus or Pullus). This could be S. frat*ernus or one of a number of other species, such as S. amer*icanus or S. apica*nus.
