Yep, Jeff referred to the correct species
Moved from Conopinae.

One of our two common species in the far west. This one is a male (from the lack of a "theca" = large bump-like process below 5th sternite of females).

It is a Thick-headed Fly, Conopidae.
Maybe something in Physocephala or Physoconops.
