I believe this is Urocerus albicornis. Caught July 2004.

Image may be too dark to get you to a species. Are there pale markings on the abdomen at all? Moving to genus page for now.

 
Actually pretty close...
The image is a little bit dark, but it's quite close to the actual coloration of the horntail. I didn't see any light markings on the abdomen, just on the legs. This one actually dried very nicely, retained most of it's original coloration. I was thinking Urocerus albicornis, but I'm not the greatest with wasps in general.
