Tibicen pronotalis, male
My best prediction is Tibicen pronotalis ssp. walkeri, note the blue eyes, light tan colored pronotum, wing veins, and pronotal collar. Also the pruinose bands along the sides of mesonotum.
Wait for Mr. Reynolds to confirm though.
If this is Tibicen pronotalis, then it will be the first emergence series for the whole guide for Tibicen pronotalis.
