Found on a leaf of Baccharis salicifolia (Mulefat).
Perhaps a Stratiomyid (?antennae & abdomen remind me of that family), though it doesn't look like any posted on this site.

I agree with Martin that this is almost certainly O. pilosa. It is really the only species with a wide head like this specimen has.

Yes it is a Strat! Very nice pic of Odontomyia, very likely pilosa(male).

This is much easier than going to the library, copying the pertinent pages from Cole & Schlinger, and trying to arrive at least a genus ID - especially not being an entomologist.
