I believe
the yelloow hind femur with a brown ring, and the light-dark-light-dark-light hind tibia make this, in Arkansas, Leptogaster brevicornis.

Looks like it has a fungal problem. Does not look like Tipulo either. And we only have one species in NA in that genus. The species pictured here on bugguide which has the very shiny glossy upper thoracic shield.

i was thinking spider web more than fungal problem... if not Tipulogaster then i guess it would be Leptogaster, i can not really tell the length of the antennae from the pictures i have, but i think everything else is ruled out... i think.
