I'm liking this for Libellula auripennis, which would be new for New York State in BugGuide, if correct. Although you cannot see it in this photo, I did observe the hind tibia to be black. Comments?

Guessing this is more likely
salt water marsh, so we're thinking more likely L. needhami

Do you have any images where we can see the side of the thorax or the legs or details of the wing.

I just sent in another angle, although a poor shot, and not necessarily the exact same bug as in the other shot. There were a bunch of them flying around.
The bottom of the leg looks black to me in this shot. I don't think that is a shadow. In life it looked black as well. Nothing better regarding the thorax.
Although there was saltmarsh very close by, this particular site was a freshwater pond with turtles, frogs, and at least 6 other common species of dragonflies.
