Eremnophila aureonotata, or Ammophila. I'd like a second opinion on this and the other one you just submitted.

Male!
Ken, I'm not an expert yet, but I can tell you that this is a male Eremnophila aureonotata. Please note that the hair length is a slightly variable trait in this and other wasps of the subfamily Ammophilinae. Have a look at this image of these two faces, from Virginia and you can see that he looks almost exactly the same, but a little less hairy, around the thorax:
Here's one from North Carolina, that looks very close:
