Diptera found on Boechera Stricta plant. Is this species herbivorous?

Looks like Agromyzidae, which mine in leaves and occasionally stems.

 
Agromyzidae
The genus is Phytomyza, but I wouldn't want to guess at the species. If Boechera is indeed the host plant then it would be an interesting record as no agromyzids are yet known from that genus.
