I'd suggest
Neon skimmer but they get to only a max. of 2.2"

you'll have to
argue with the experts who've measured them with a ruler.

Most people (myself included sometimes) overestimate the size of what they are looking at, often by a huge amount as in your case.

 
Overestimating size
I am starting to take notes when I shoot in the field, and that will help. Any suggestions in estimating size more accurately with skittish subjects? Thanks

you could carry a 15cm plastic ruler and photograph it in the position the insect occupied without changing the distance from the camera.
