On open ground near ashyleaf buckwheat (Eriogonum cinereum). When I approached it too closely, it would fly off a short distance and land again.

As I looked at the images, I wasn't sure it was a match. Most of them are fairly distinctively striped and the wing veins did not seem to match, but this one, http://bugguide.net/node/view/446199 , is a good match.

Diagnosis…
The description mentions the "S"-shaped R2+3 wing vein which is apparently unique for this species, and can be seen in your fly. The coloration, stripes, and other features can vary with the individual.
