This fly (and another similar fly) were resting on the mound of excavated soil adjacent to a Cicada Killer (Sphecius speciosus) burrow. Might it be Subfamily Miltogramminae - a Satellite Fly waiting for a female wasp to return to her burrow with a paralyzed cicada so the fly may larviposit on it?
