Any ideas on this. It looks like a moth to me, but am uncertain. Weather was cold and snowy. It was a fairly bright sunny day with temperatures in the high teens to low twenties.

Edit and (partial) ID
I cropped this down to 560 pixels so the BugGuide software won't have to shrink it to fit on the page (only the original contributor and editors can see an oversize image at full size).
I hope you don't mind.
As for the ID: the first part is easy. With that silhouette it can only be a Plume Moth,
Family Pterophoridae
. It will take an expert to ID it further.
