Any ideas on this. It looks like a moth to me, but am uncertain. Weather was cold and snowy. It was a fairly bright sunny day with temperatures in the high teens to low twenties.

I hope you don't mind.

As for the ID: the first part is easy. With that silhouette it can only be a Plume Moth, Family Pterophoridae. It will take an expert to ID it further.
