I think this is a male
B. atriceps
. I'd rather see a specimen to be really confident, but the wing pattern and abdominal pattern (thick bands of black pile on the sides of segments 2 and 3) both fit.
B. fulvibasoides
is similar, but the brown on the wing extends to the tip of R2+3 in that species, and ends near R1 here.

My vote in this case
is for
Bombylius
sp. in every respect, including wing venation, but not
major
; I don't know which species.

That one has similarly darkened wings,
the pile, though, looks rather different. Lacking a species description, I just couldn't tell based on this small image.
