Moved from Unidentified Galls.
Disregard my comment on the other photo. A moth gall would have conspicuous frass inside (not to mention a caterpillar). I was thinking Gnorimoschema because I was thinking the brown spot was an exit bung as shown here

...but apparently it isn't.
