Any chance there was a host plant mix-up?
It seems to be this one, but that is only on red/black oaks. There doesn't appear to be a known gall on swamp white oak that looks like this.

 
It's possible
I'm not an expert so I suppose it could be a red/black oak with shade leaves. You're probably right!
