That looks like a...
Eastern tiger swallowtail Caterpillar. (Papilio glaucus)

Can it be either green or brown?

Tiger swallowtail larva, probably P. canadensis (Canadian Tiger Swallowtail). They are normally green but turn brown when they are done eating and about to set up shop to pupate.
